A chapter should move the story, not just exist because another chapter needed to happen.

Purpose

Each chapter should change pressure, reveal a truth, or force a choice.

Mini goal

Give the chapter a short-range objective so it has forward pull.

Complication

Add friction. Easy chapters are usually dead chapters.

Hook out

End with motion, surprise, or emotional tension so the next chapter matters.
